This is a great article. I am using a similar agenda
1. Strategic Focus -seeking decision sand action items from the strategic plan
2. Operational Policies and Direction (board obligated
3. Routine business(part of consent)
4. Reports for information (part of consent)
5. Mega issues discussion: environmental scanning, trend setting,overarching issues for the association to think about that will affect its future.

Sometimes it is hard to get the board to see the need for an 80/20% split. a generative discussion on the format for agenda and how to work with the leadership to get to this would be helpful.
