A white paper is an authoritative guide or resource on a particular topic or issue. Associations typically produce white papers as informative resources or supportive materials for policy initiatives. Association white papers may be produced by a single staff or volunteer expert, a paid writer, or by a volunteer group such as a committee or task force.
