As was said, too often strategic plans don't get put in terms of simple implementation. I've used a one-year Work Plan process with Boards that really allows us to focus on clear objectives for that year (that lead to the longer-term strategic plan) and then build the committee structure around achieving those objectives for the year, monitoring progress against the Board-approved Work Plan all during the year.
